What Locus is
Status: slice 34 · October 2026.
Locus is a multi-tenant platform for arranging, lending, investing in, and legally reviewing debt in the CEMAC zone (Cameroon, CAR, Congo, Gabon, Equatorial Guinea, Chad). Shared currency: XAF / FCFA (product peg 1 € = 655.957 XAF). Regulatory frame: COSUMAF, BEAC, COBAC, OHADA / SYSCOHADA.
This page frames the product. The rest of the site is deep reference — see How to read these docs — so treat this as the map, not the territory.
The problem it addresses
Syndicating sovereign, sub-sovereign, and corporate debt means reviewing thousands of pages of scanned SYSCOHADA statements, loan agreements, term sheets, and concession deeds. A manual review takes weeks and carries three risks:
- Arithmetic risk — general-purpose AI hallucinates ratios from multi-column French accounting tables.
- Hidden contradictions — a margin, maturity, or EBITDA definition that differs between documents slips through.
- No auditability — outputs cannot point at the exact page region they came from.
Locus answers with deterministic calculation, cross-document verification, and citations grounded on real bounding boxes. It never lets a language model produce a number.
Two products, one SoR
| Surface | App | Who | Cookie |
|---|---|---|---|
| Bank workbench | locus-web :3000 | Institution analysts / admins | locus_session |
| Platform ops | locus-ops :3001 | PLATFORM_OPERATOR only | locus_ops_session |
Both talk to locus-backend (Postgres system of record, :5000). Heavy OCR, SYSCOHADA extraction, and fixed-income math run on locus-workers (Python, :8000). Documents live in Cloudflare R2. See Architecture overview.
Two document libraries (do not mix)
| Library | Owner | Contents |
|---|---|---|
| Platform statutory vault | Ops | Official texts, editions, provisions, SHA-256 artifacts |
| Tenant deal room | Institution | Term sheets, financial statements, contracts — never legal authority for other tenants |
See Trust boundaries, Regulatory admin, and Regulatory fixtures.
What the bank workbench does
- Dossiers — create mandates, upload to the deal room, track blockers and Q&A, archive with rationale.
- Extraction and ratios — upload → OCR → SYSCOHADA cells → ratios (leverage, ICR, DSCR, working capital) with reconciliation checks and analyst overrides (OCR override SOP).
- Contradiction radar — pairwise cross-document variance on rates, maturities, and EBITDA definitions, each with citations.
- Regulatory analysis — findings classified by jurisdiction and framework, resolved against the platform vault (Regulatory analyze).
- Market and fixed income — radar, sovereign curves (Nelson–Siegel), pricing, portfolio exposure and stress.
- Copilot — 16 certified deterministic tools plus retrieval; the model only polishes prose (Copilot).
- Memo and exports — Fact / Inference / Question memos, PDF/Excel exports.
Screen-by-screen: Workspace route map.
What platform ops does
- Operate the legal vault: sources, PDF upload, review, publish, applicability — Regulatory admin.
- Approve and provision new institutions — Access requests.
- Load market data for a tenant — Market ingest.
Editions
Presets of modules and home questions: Securities, Credit, Asset Management, DFI, Sovereign, Legal, Enterprise. Entitlements (edition, licensed jurisdictions, 13 module toggles) live on the Organization in the SoR; the regulatory module cannot be disabled. Editions run on one engine rather than forked code.
Principles
- Fail closed — an empty tenant stays empty; missing keys or permissions refuse rather than guess.
- Zero LLM math — ratios, contradictions, curves, and pricing are deterministic and reproducible.
- Grounded — every figure can point at a real
Citation; the UI never invents bounding boxes. - Human publish gate — Watchtower discovers; only a person publishes in-force law.
Non-goals
- LLM-generated financial numbers (copilot tools are deterministic; the LLM is optional prose polish only).
- Auto-publishing scraped PDFs as in-force law (Watchtower discovers; humans publish).
- Demo seed in production (
Seed:RunOnStartup=false). - OIDC / SAML single sign-on (credentials + mandatory OTP only).
- Treating SEEG / PAPN / Eneo / SNPC walkthrough figures as product defaults — they are test-reference data; fresh tenants are empty.
